Maine legislative leaders are wrestling with a new dilemma. Sophisticated computer technology has now made it possible to view child pornography - but with a difference. This appears to be a victim-less crime - using animated figures instead of real children. Currently it is a federal crime but not a state crime. GPS Technology an Aid to Police and Investigators; But Raise Privacy Concerns

GPS technology has been a boon to private investigators and law enforcement agencies. Private detectives find the devices very useful for following people. Police can tie drug dealers to their drug supply chain. Even parents are using GPSs to keep track of their kids. However, there are legal and privacy concerns about using a GPS to track people. The Supreme Court recently made a decision that sets some parameters on law enforcement's use of GPSs by stating (according to the 4th Amendment) placing a GPS tracker on a vehicle is a search. Hand Scanners Installed at UMaine Dining Halls Has Mixed Reviews

UMaine has installed hand scanners at its dining facilities in an attempt to limit sharing of student identification cards for "free meals". Some students had purchased "all you can eat" meal plans and were sharing these cards with other students who did not have a meal plan - which costs the university money. It would appear that biometric security is slowly making its way into our life. While the installation of the hand scanners are limiting dining room fraud this also raise some health and privacy issues. Students are required to put their hand on the hand scanner while entering the lunch line - hmmmm. Is this sanitary? Students also have their palm print embedded on a database. The college says this palm print is secure and cannot get compromised. Another big hmmmmm. "The Retail Industry Leaders Association’s (RILA) Crime Trends and Leading Practices Survey was launched in December 2008 in an effort to measure the correlation between criminal activity and the economic downturn among the nation’s leading retailers. RILA has continued to monitor crime trends, conducting follow-up surveys in May 2009, January 2010 and August 2010. In August 2010, the survey was expanded to solicit feedback from retailers regarding effective criminal risk mitigation tools as part of an industry-wide collaborative effort to combat retail crime. Survey participants were asked to report measured or perceived changes in crimes perpetrated against retailers over the past year and to share leading practices for minimizing business risks. Bath Salt Conference Held in Bangor, Maine

A conference on Maine's newest drug problem - "Bath Salts" - was recently held in Bangor, Maine. Police, first responders, and emergency room personnel are dealing with a new drug that has hit the streets in Maine. The drug, called "bath salts", has emerged in the past eight months. The personnel responding to these situations are confronted with people who are intent on harming themselves in some way. This prompts the responders to try and restrain the individual; but that, according to medical professionals, can lead to other medical problems such as "excited delirium". The medical authorities believe that the best restraint is the use of chemicals to counteract the bath salts and then some medical testing to detect any other medical problems.

WASHINGTON, D.C. - The Homeland Security and Defense Business Council today released its 13th monograph as part of its “9/10/11 Project,” describing the history of homeland security, the stand up of the Department of Homeland Security (DHS), and how the landscape has evolved over the past decade.

While the term “homeland security” was not part of the American lexicon until after 9/11, the concept of securing our homeland and borders from terrorism and disasters has long existed in U.S. history, albeit under the guise of different names and government agencies. Although Americans tend to view terrorism at home as a post 9/11 threat, it is not a new phenomenon. Perhaps it was the extended passing of time without any incidents, but on September 10, 2001, most Americans did not anticipate the new world our country would face the next day.

The work of streamlining our homeland security efforts began almost immediately, without the time to have a comprehensive and exhaustive debate on the best ways to organize and structure our efforts. The formation of DHS occurred less than 18 months after the attacks, and all or part of 22 different federal departments and agencies were to be integrated into a unified, single department.

Shunning links with extremist groups to avoid attracting attention, IT worker Rajib Karim, 31, allegedly planned to blow up an aircraft heading to the USA. Woolwich crown court heard that Karim came from Bangladesh in 2006 planning a “spectacular attack” and went deep undercover joining a gym, playing football and hiding his extreme views.

The sleeper joined BA in 2007 working and living in Newcastle. Prosecutor Jonathan Laidlaw said the post “through a terrorist’s eyes” was “just about as good a job as could be obtained”. After gaining access to computer systems, he and his brother Tehzeeb started passing information to radical al-Qaeda cleric Anwar al-Awlaki in Yemen."

The "jury duty scam" that was prevalent in 2005-2006 has resurfaced once again in early 2011. (See "Avoid Jury Notices Rigged to Get Your ID", AARP, January 31, 2011). The short of it is you receive a telephone call by a jury duty official threatening jail or a fine because you didn't act upon a jury duty summons (which you never received of course). The caller then says he can rectify the matter if he can identify you over the phone by you providing your Social Security number, birth date, and other data (don't do this!).

Maine Reviewing Security of State House

"Maine is reviewing security at the State House in the wake of the Tucson shootings. The state purchased metal detectors years ago with federal funds, but Capitol Police Chief Russell Gauvin told legislative leaders yesterday that using them to screen every visitor would cost as much as $300,000.

"Unfortunately, what's happened across the country is lesser measures are put in place until something happens and somebody gets killed and then it's ramped up," he said. "And I'm not saying automatically that means everybody has to screen--that's not what I'm saying."

Gauvin said the state could trim that cost by operating the equipment only on an as-needed basis. But some legislative leaders say they're far from convinced it's worth the cost.

And they point out that securing the State House would still leave unprotected the neighboring Cross Office building, where many legislative hearings are held."

The cruiser was wrecked, and an officer was injured, in a crash on the bridge on Nov. 1. Police say the driver who hit the parked cruiser with a pickup truck, David Zografos of South Portland, was talking on his cell phone. Zografos, who was uninjured, was charged with failing to maintain control of a motor vehicle. Now, the department is taking steps to keep officers from doing what they tell the public not to do. South Portland police will be officially "hands free" on Jan. 1, when a new policy takes effect barring officers from holding their cell phones to their ears."

The technology is effective and less invasive than the full body scanners currently in use in the U.S., the Maine senator says. Maine Sen. Susan Collins says equipment that could quiet the controversy over full-body scanners is available, and she doesn't understand why the federal Transportation Safety Administration isn't considering it. Collins says she's seen the scanners in Amsterdam and they're already available here in the U.S.

"I asked the Dutch officials where they got the technology, thinking it must be some special German technology, European technology, unknown to TSA," she says. "Well, it turns out that the firm is in Massachusetts.

Collins says TSA officials are setting up a false choice when they say their policy is the only one that will work. She says the Dutch equipment shows it is possible to screen passengers without nude body scans.

Collins says the Massachusetts company's scanner uses radio waves, not radiation, to detect non-metallic objects on travellers, such as explosives. If anything suspicious is noted, a pat-down can then be conducted, she says.

The Transportation Security Agency (TSA) is trying to force people to use the expensive full-body scanners being installed in airports around the country. Many are refusing to go through the scanners because of health or privacy concerns. The alternative is a delay in getting through the security checkpoint and being subject to a very aggressive pat-down by TSA agents.
